Milly Ashford is a high school student originating from the world of Code Geass .

"Festivals are necessary. For everyone, at every time."
That is one of Milly's great insights for the world, a reminder that in times of even war and terrorism, it's important to take time and enjoy life. Milly is first and foremost a revelrous planner of fêtes and celebrations, holidays and dances. In high school, Milly feels that there's a moratorium on life, and therefore she feels the need to get all the fun that she can while she can get away with it. Milly's passion for partying extends greatly to costumes which she forces onto her fellow student council members. As Lelouch describes her, once her mind is set on an idea, she doesn't give up on it.
The student council president at Ashford Academy (and granddaughter of its superintendent, Ruben K. Ashford), Milly holds an unusual amount of power over the school and the student body, something she uses to her advantage. Milly is ambitious, pushing her school's budget to every use she can think of. For example, after making a two meter pizza the previous year, she pushed for a larger oven to make a twelve meter pizza in her third year of high school. Her control over the student body is so great that she entices students into her games by such offers as a kiss from a student council member or (later on) to set up officially sanctioned couples for whoever should complete her challenge.
Although frequently pressing them often into pinches and extra work, her underlings on the student council are a group that she really considers her friends. Although she frequently teases and plays with her friends (including the occasional grope or comment on their bodies), she really cares for them and wants to help them however she can. This caring side shows up whenever her friends are going through tough spots and need advice or just an extra ear to listen to their worries. This extends even to the point of helping her friends when it conflicts with her own interests. Despite having had a little bit of a crush on Lelouch, Milly cares enough about her friend's Shirley's feelings for Lelouch to encourage the two along.
Milly is a curious young woman, one who likes to find out those little secrets that lurk beneath the surface of those she comes to know. Her drive to find out these secrets is enough that she'll even have little campus-wide games to try and get a little extra dirt on her friends. However, she is not a gossip in the slightest. Rather than pass on Lelouch and Nunnally's royal ties and Kallen's half-Japanese nature, she's kept them secret to protect her friends.

Deep below her display of an ever-energetic leader is a young woman being pressured by the aspirations of her family. The Ashford family was of noble stock once, having fallen from grace due to their associations with the murdered Empress Marianne vi Britannia. Relegated to life as commoners, the Ashfords have put pressure on Milly to marry back into the nobility to regain their former titles, forcing her into an arranged marriage.
Milly, on the other hand, has little interest for this sacrifice, resulting in her sabotage of a number of matchmaking attempts. This ended with a match with the eccentric Earl Lloyd Asplund, a civilian military contractor more interested in data on her family's Ganymede Knightmare Frame for his own research than any actual relationship.
Milly's day life at Ashford as well as the festivals she creates are something of an escape. Not wanting to go on with the marriage, Milly later intentionally failed her exams so that she could buy some more time for herself. Attending an additional year, her marriage would be thus postponed until graduation.
After a confrontation with her friend Nina who pointed out that she was just using Ashford Academy as a shield to hide from the world, Milly decided to live for herself, rather than just tentatively going with her parents' wishes. She graduated early and became a news reporter with the skills from classes she took during her extra year. But most importantly, she called off her marriage with Lloyd.
For the time being, however, this concern is still present in Milly's life, though it won't be as heavy upon showing up in Marina due to the lack of her family.

Milly has a few "spells" that she uses, such as "GUTS!" and "RELAX!". These however are simply her encouragement to her friends and aren't supernatural in the slightest.
She is just a regular human in terms abilities, though her charisma and organizational skills are quite admirable. She's able to organize clubs on the fly when she wants to, such as with her games to capture Arthur or Lelouch's Cupid Day hat.
She's also fairly physically fit, to the extent of having no trouble running in a long skirt (and with enough endurance to pass by an unencumbered Lelouch).
